I've had this character for a while on Ponychan, but since I'm here for a while I might as well post it. This is Dulset Tarn, a kelpie (a lake monster capable of disgusing itself as a horse) from the Everfree Forest. She lures prey to her lake with her enchantingly sweet voice and then drowns and eats them. She is extremely swift underwater but has no combat skills. She later relocates to Ponyville after reading about the "power of friendship" in the ruins of the forest. She seeks to make friends solely to gain this power for herself. She acts kind and compassionate in public but is actually only acting toward her own goals.
As for her name, "dulse" is a type of seaweed, a "tarn" is a type of lake, and the whole thing is a play on "dulcet tone".

Side note I found interesting about the picture:
As a thumbnail, it looks like she's got this innocent expression, but when you look at it fullsize, it seems to change to a more sinister one.

I really like her! You took a nice, solid myth and attached a M.O. that could easily make her a one-shot antagonist--maybe even thr villain of a two-parter.

Her color scheme is very easy on the eyes, though the red eyes would be a giveaway to the target audience (if you were trying to play her off subtly). Her name fits right into the setting, too.

In this hypothetical world where she's actually on the show you'd want to downplay the drowning angle, of course.

And I really like her mane!

TL;DR: I'd watch an episode with her in it.

Possible romancing as way to lure ponies? Also start a panic by eating the mayor first. The first rule of an epic, IN MEDIA RES, Start the tale in the middle of the action, say during a furious search for the mayor? Sensuality and great dramatic scenes like in Discord Whooves is what can launch an OC sky high in pony random.At least in tumblr.
